Lead & PCB Abatement Services

Lead paint abatement, interim controls and PCB-containing building material removal, with clearance testing.

Lead paint is present in most housing and institutional buildings built before 1978, and PCBs turn up in caulk, glazing and light ballasts in buildings from roughly 1950 to 1979. Both are disturbed by exactly the kind of renovation work that gets scheduled without thinking about them, and both carry documentation requirements that outlast the job.

Scope of work

    Assessment

    Confirm the material through XRF, paint chip or bulk sampling, and separate what genuinely needs abatement from what can be managed with interim controls.

  2. 02

    Occupant protection

    Set up the work area, seal off adjoining occupied space, and plan the sequence around the building's schedule where it has to stay open.

  3. 03

    Abatement

    Component removal, enclosure or on-site treatment depending on what the assessment calls for, using methods that keep dust generation controlled.

  4. 04

    Clearance

    Cleaning to a clearance standard, dust wipe sampling by an independent party, and re-cleaning until the numbers pass.

  5. 05

    Disposal and records

    Waste characterised and manifested. PCB material follows TSCA disposal rules, which are separate from and stricter than ordinary construction debris.

  • EPA RRP Rule (40 CFR 745 Subpart E) covers renovation that disturbs lead paint in pre-1978 housing and child-occupied facilities.
  • HUD 24 CFR Part 35 governs federally assisted housing.
  • OSHA 29 CFR 1926.62 sets the construction lead standard.
  • PCBs are regulated under TSCA 40 CFR Part 761, with its own disposal and record-keeping regime.
